Background:

Nearly a century ago, humanity was nearly wiped out to near-extinction by the fearsome Black Beast. Fortunately, six brave heroes fought off the monster and saved mankind. The remains of humanity were the reorganized by an opressive government known as the Novus Orbis Librarium (NOL or Library) until one man rose up to stand up against them, Ragna the Bloodedge

What very little know is while Ragna fought his battle, there was someone who was fighting a different battle on the same battlefield. As a young child, Kaya was nothing more than just an anti-social girl who loved to spend time online. Always having her face in her laptop, enjoying an occasional dip in the lake, a warm bowl of ramen, and tinkering with junked items that would normally be thrown away. She heard about Ragna's rise to take down the NOL, and thought of him a very inspirational. However, while he fought them with a sword, Kaya's parents fought them with their words. Fearing that their children would grow up with the Library watching their every move, they became activists. This caused them to be hunted down and killed after 4 months of shouting out their pledge.

Kaya's twin brother, Tatsui, was the reason for their families death. He told Kaya it was for their own good, that he saw every sort of way that could have been done to save them and none of them were going to work. In Tatsui's eyes, he felt like the Library was the only sensible bit of reasoning there is. If people kept looking to Ragna as their inspiration, the people would be blinded by the angry man with a vengeance and would be totally dependent on him. So he packed his bags, joined the army, and began his quest in removing Ragna from the equation.

Outraged at her brother's betrayal, Kaya was ready to kill him. She had been working on her own sniper rifle and went to take him out. But when she fired a shot, she was stopped....by Yuki Terumi. She would have died until she was rescued by Jubei, brought to Kokonoe Mercury, and was given a new eye, one that gave her control over seithr. Through their help, Kaya was able to be equal to Ragna in terms of seithr manipulation. Upon completion of training, Kokonoe gave Kaya an Idea Engine, Rachael Alucard gave her some new clothes, and Jubei bestowed her a new gun and a deadly blade she named Akumetsu.

Set out on her new quest, Kaya disowned her name and gave herself a new one, Keikai ni Hono, literally the Flame of Vigilance. While she was more subconscious to people finding her out, her bounty wasn't near Ragna's (Around 50,000 Platinum Dollars) But while she didn't seem intimidating, Keikai was able to show that she could take the punishment and give just as much. With her brains, skills, and Kokonoe's aid, she will give the Grim Reaper a hand in taking down the Library
